The National Disability Insurance Scheme (NDIS) provides support for people who have a permanent and significant disability and is intended to enable people with disability to have choice and control over the care and support they receive.
The (NDIS) will be a major change to the way that disability services are administered. The reform will see a transfer of administration responsibility from the States and Territories to the National Disability Insurance Agency, an agency of the Commonwealth Government.
In 2013, the Northern Territory Government signed an agreement with the Commonwealth Government for the Barkly Shire to be a trial site for the NDIS in the Northern Territory and agreed to the implementation of the scheme Territory wide. The trial is intended to test the scheme in the Territory prior to its full rollout, which will commence in July 2016 and will be completed by July 2019.
In addition to changes in the administration of disability services, the NDIS will bring changes to the way disability services are delivered. Government, Non-Government and Mainstream services will all face changes as services shift to enable greater choice and control for clients.
The Commonwealth government is working with state and territory governments on the roll-out of the scheme.

NDIS Implementation Team
In order to support the initial Barkly trial and following rollout of the scheme in the Territory, the Office of Disability has established and NDIS Implementation Team.
The team provides strategic leadership and high level project management to oversee, lead and direct the transition and implementation of the NDIS in the Northern Territory.
Part of the work of the team includes:
- Addressing intergovernmental relations in the transition of disability services to the National Disability Insurance Agency (NDIA);
- Supporting sector readiness of the NGO disability services sector;
- Education and information, both on the scheme and application of the scheme to the Territory;
- Stakeholder engagement within government and non-government sectors and the community; and
- Transition of clients into the NDIS.
Minister's Advisory Committee
The Minister's Advisory Committee, established in February 2014 also has a key role in supporting the Minister to engage with stakeholders and provide advice to the Minister on the trial of the National Disability Insurance Scheme (NDIS) in the Barkly region; and the full roll out of the scheme in the rest of the Territory.
